Even the store doesn't tell me about apps that need to be updated. I know that the Facebook app still has problems but also other apps won't work. The Live Tiles on my device won't show me notifications. In Application Info inside Settings > Apps, just below Permissions you will find what you are looking for in 'Apps that can appear on top' under 'Advanced'.
